The question is a bit unclear. Could you elaborate on what the problem is asking in part a?
There seems to be not enough information to solve this problem. For part a), having only the areas A is not enough. What if we the data center has a land which has a very large length but has a width 1 ft! In that case you can not fit any 8-tile pitch not matter how large the land is. Also in part ii) n is not given, you have just the area of the land.
